For efficient implementation of the Gujarat Private Universities Act 2009 and the foundations below the Act, the state authorities has appointed two committees for stricter “monitoring, supervision, inspection and review” of personal universities.
The Gujarat Assembly had final month handed a Bill amending the Act to announce 11 extra universities, taking the entire variety of personal universities within the state from 43 to 54. The notification for the appointment of the committees issued first week of April states that the “state government has the power to form rules for any or all matters”.
The committees have been shaped “for the effective implementation of The Gujarat Private Universities Act 2009 and the rules under the Act, for effective monitoring, review, inspection one high-level committee and one working committee was under consideration by the state government for some time”, the notification states.
“…Gujarat Private Universities Act 2009 and Gujarat Private Universities Act 2020 rules pursuant of the provisions for effective supervision, monitoring, inspection, review and check of private universities, two committees have been formed,” the notification states.
The authorities has determined to nominate these committees after nearly 13 years of the enactment of the Private Universities Act, even because the act itself has provisions for such management.
About the necessity to arrange these two committees regardless of the provisions of the Act, Education Minister Jitu Vaghani informed The Indian Express, “Yes, the Governing Council had representation of state government but with these two committees monitoring, inspection and supervision had been made stricter.”
As per the foundations laid down by Gujarat Private Universities Act 2009, the Governing Body of a non-public college has to have secretary of upper and technical schooling or his consultant not beneath the rank of deputy secretary or deputy commissioner-ex officio. This shall meet a minimum of thrice in a calender 12 months.
Further, Section 31 (2) of the Act, says, “The state government may… cause an assessment to be made in such manner as may be prescribed by such person or persons as it may deem fit.” Also the college has to take corrective measures to make sure compliance of suggestions by the state authorities on the premise of evaluation, failing which the state authorities can even give instructions which the colleges need to comply instantly.
The excessive degree 12-member apex committee with State Education Minister as its chairperson and minister of state for larger and technical schooling as vice-president, principal secretary larger and technical schooling as its assistant vice-president has senior officers as members not solely from schooling but in addition from finance division, authorized division, roads and buildings division. Also, a member of University Grants Commission (UGC) and one from the All India Council for Technical Education (AICTE) constitutes the apex committee.

The committee may even monitor implementation of National Education Policy 2020, guarantee personal universities have shaped anti-ragging cell and sexual harrassment committee.
This committee will submit its assessment report back to the apex committee. Also, this commitee may give instructions to personal universities as per the Act and tips issued by state authorities every now and then.
